Text-to-911 Implementation

Text-to-911 is a regionally deployed application that allows SMS text messages from cellphones and smartphones to be sent directly to a local 9-1-1 center. Once the text message connects into 9-1-1, the dispatcher can text or chat with the reporting party while dispatching public safety response.

Who uses it?

People who are deaf, hard of hearing, or unable to speak out loud have been waiting for Text-to-911 for a long time. Many have given up their TTY/TDD machines in exchange for smartphones. Text-to-911 can also save lives when a reporting party is involved in an emergency situation wherein it is dangerous to talk. Examples include, domestic violence situations, and in-progress incidents such as active-shooter situations in schools, where students can text vital information to first responders while on silent lockdown.

Where is it used?

A significant attribute of Text-to-911 is that it works on the edge of cell networks. There are a lot of places where a cell signal is too weak for a voice call, but a text can get through. This is where Text-to-911 can be a lifesaver. Even public safety responders have used Text-to-911 to communicate back to their agencies when on the edge of cell service and outside of land mobile radio coverage.
